Pay For Performance Information
TSEA met Tuesday (Dec 20, 2016) with the Commissioner of Finance and Administration, Larry Martin, and Commissioner of the Department of Human Resources, Rebecca Hunter, to discuss the recently announced pay for performance raises for state employees.
As we shared on social media yesterday, DOHR has determined the pay-for-performance percentage increases for state employees with a rating of Valued, Advanced, or Outstanding. You can view yesterday’s DOHR communication about the pay-for-performance increases here:

As we learned during today’s meeting, 98.4% state employees rated for performance under the TEAM-ACT will receive a raise in January. Those raises will be distributed as follows:
  • Employees rated Valued or above will receive a 3 percent adjustment to their base salary.
  • In addition to the 3 percent salary adjustment, employees rated as Advanced will receive a one-time bonus of 2 percent of their base salary.
  • In addition to the 3 percent salary adjustment, employees rated as Outstanding will receive a one-time bonus of 3 percent of their base salary.
NOTE: If an employee is currently compensated at the top of his/her respective salary range, all pay for performance increases will come in the form of a one-time bonus.
According to information shared with TSEA this afternoon, the breakdown of performance ratings for state employees under the TEAM-ACT are as follows:
  • 2.4% – Outstanding
  • 36% – Advanced
  • 60% – Valued
  • 1.6% – Marginal
  • .009% – Unacceptable
For comparison, here are last year’s numbers:
  • 1.6% – Outstanding
  • 28% – Advanced
  • 68.5% – Valued
  • 1.8% – Marginal
  • .1% – Unacceptable
TSEA is pleased to once again see state employees being financially rewarded for the great work they do for Tennessee. We work very hard to ensure state employee pay is on the minds of all of our government officials, and over the last few years we have seen that effort bear fruit.
We thank the Haslam administration, Commissioner Rebecca Hunter and the Department of Human Resources, and all of our legislators who have listened to the call to make state employee pay a priority in the budget and have taken the steps to put more money in the pockets of our state workers.

Note for Higher Education employees:

Currently Higher Education salary adjustments are administered independent of DOHR. TSEA will have legislation concerning Higher Ed pay adjustments in the upcoming legislative session.
