2023 Pay for Performance Bonuses Announced

The state has released information about the state employee Pay-for-Performance cash bonus rewards for the 2021-2022 performance cycle.

According to a December 21, 2022 communication from DOHR, employees with performance ratings of Meets Expectations, Exceeds Expectations, or Exceptional for the most recent performance cycle (ending Sept. 2022) will receive a one-time bonus in an amount determined by a percentage of gross base salary during the performance cycle from Oct. 1, 2021, through Sep. 30, 2022.

Jan 2023 P4P Bonuses (2021-2022 Pay for Performance Bonus Structure):

  • 1.5% Meets Expectations
  • 3% Exceeds Expectations
  • 3.75% Exceptional

These P4P cash bonuses for TEAM Act employees will be effective Jan. 1, 2023. Employees will see the additional pay in their last paycheck in January.

2022 state employee salary rewards, adjustments, and bonuses:

Jan 2022 P4P Bonuses:

  • 1.5% Meets Expectations**
  • 2.5% Exceeds Expectations
  • 4% Exceptional

**NOTE: It is important to remember, in May 2021 when DOHR announced Pay-For-Performance awards for Jan 2022, only Exceeds Expectations and Exceptional were included in their plan. TSEA met with your legislators and advocated on your behalf to the Lee administration about the importance of funding bonuses for all state employees valued and above, and we are pleased they made this adjustment.**

July 2022 P4P Raises:

  • 4.5% Meets Expectations
  • 5.75 Exceeds Expectations
  • 6 Exceptional

NOTE: Over the last decade, P4P raises for state employees under the TEAM Act, which were included in the budget that passes in spring, were paid the following January. However, this year raises were moved up from Jan 2023 to July 2022, which we anticipate will be the schedule for P4P raises moving forward.

December 2022 Salary Adjustments:

73% of state employees received a pay increase in December to align with the new salary structure, which came from a statewide compensation study.

Other adjustments:

Various employee classifications have received salary adjustments through their departments in addition to what is listed above.

In addition, there is currently a 2-to-1 match in your 401(k) up to $100 that will continue until June 30, 2023. General State and Higher Education Employees are eligible to receive a $2 match for every $1 contributed to the State of Tennessee 401(k) plan each month, up to $100, for the fiscal year beginning July 1, 2022. That’s a maximum match of $100 per month for contributions of $50 or more.

Also, the Legislative Committee of TSEA has already approved proposed legislation that would make a match of up to $100 each month the next step in increasing this significant benefit. We have secured sponsors Sen. Richard Briggs and Rep. Lowell Russell and had talks with the administration so that we are in a good position to pass this bill and make that $100 match permanent!

As a reminder, non-TEAM Act employees (Higher Ed and others) are on different schedules and structures for pay increases and therefore are not a part of these bonuses.
